ORA-12638 occurs on database creation [message #68931]

I'm running Windows 2000 Server. I attempt to create a database through the Database Configuration Assistant. It gets about half way (49%), stalls, and then a message pops up with an ORA-12638 error, Credential Retrieval Failed. I hit OK. The installation stops. I've done this a couple of times. Any ideas?

edit your sqlnet.ora and
comment off the following entry
SQLNET.AUTHENTICATION_SERVICES = NTS

preferably comment all the entries

comment the following entry
#SQLNET.AUTHENTICATION_SERVICES = NTS
