Sir/ Ma'am,
I cannot start our Enterprise Manager services for our newly created db. I'm encountering this error:

"$ emctl start dbconsole
Unable to locate file /appl1/home/oracle/10.2/xxx-dbs_abcd/sysman/config/emd.properties : No such file or directory"

I've been executing this command for a no. of times at the ORACLE_HOME directory:

$ ./emca -config dbcontrol db -repos create

.. but still I cannot start EMCTL dbconsole.

Have you created OEM DBConsole? Or Are you getting any issue while creating dbconsole?

I've been recreating the OEM dbconsole...

it goes like this in the alertlog:

Btw, one of our new recruits mentioned that he deleted this path in the ORACLE_HOME of the said server, re:

Have you verified attached logs? Looks you have some permission issue.
Could not connect to SYS/(DESCRIPTION=(ADDRESS_LIST=(ADDRESS=(PROTOCOL=TCP)(HOST=bir-dbs)(PORT=1521)))(CONNECT_DATA=(SERVICE

The ARCS is only one of the db that is running in a multi-instance server. I noticed that there were existing directories at the ORACLE_HOME that looks like this, re: bir-dbs_instance1,
bir-dbs_instance2 and so on.

According to our new recruit, he accidentally deleted this directory for 'arcs' instance-- "bir-dbs_arcs" which contains the configuration files of emca/emctl...

How can I re-create these files?

Btw, here again is the current alert_arcs.log:

Please post all the steps while re-configuring OEM Dbconsole ( as well log details) [ Make sure listener up & running fine ]

I used only SYS and SYSMAN with same password in recreating the emca configurations. Why there's such an insufficient privilege error? Does it mean that SYS do not have the "default" privileges, re:

I cannot complete either recreating or dropping the old configurations.

Btw, do you know how to extract or the command to get the value of ecmtl.pid of a db instance, re:
"Cannot determine Oracle Enterprise Manager 10g Database Control process. /appl1/home/oracle/10.2/bir-dbs_arcs/emctl.pid does not exist."
